Community Development Department This department reviews building permit applications for all building projects within the Village. The department undertakes zoning review, building plan review, permit issuance and on-site inspection of all building projects. The review and inspection ensures that all building projects adhere to the requirements of the Zoning Ordinance of the Village of Kenilworth, as well as national building codes that have been adopted by the Village. The Department consists of staff, supplemented and assisted by other Village employees. Susan Criezis is the Director of Community Development. Ms. Criezis answers general zoning code, building code, and construction questions. She coordinates construction issues with Village Building Inspectors and other Village Departments, and is the primary staff to the Zoning Board of Appeals, the Building Review Commission, and the Architectural Review Commission. Consultants Building Inspection services are provided by Larry Murrin and Brian Lamberg. Mr. Murrin is the primary building and plumbing inspector. Mr. Murrin, a part-time employee, is available from 3:15 p.m. to 5:15 p.m., Monday through Friday. Brian Lamberg, serves as the electrical inspector for the Village. The three members are all Village Trustees, and the Village President serves as an ex-officio member of all standing committees of the Board. The Committee is responsible, at the direction of the President and Board of Trustees, for studying matters relating to Building, Planning and Zoning regulation, conducting public hearings on proposed regulatory amendments as directed by the Board, and making recommendations to the full Board on related matters. The Zoning Board of Appeals is a seven member body, appointed jointly by the President and Board of Trustees. The purpose of the Zoning Board of Appeals is to review applications for variations from the requirements of the Zoning Ordinance of the Village of Kenilworth. The ZBA also serves as the public hearing body for Special Use Permits, and is the appellate body for those seeking relief from a determination of the Building Commissioner on matters relating to interpretation of the Zoning Ordinance. Members of the Zoning Board of Appeals serve five years terms. The Board meets on an as-needed basis. Architectural Review Commission The Architectural Review Commission is a five member body, appointed jointly by the President and Board of Trustees. The purpose of the Architectural Review Commission is to provide aesthetic review of all applications for alterations to existing commercial properties or construction of new commercial properties. Membership on the Commission includes the three members of the Village Board’s Building, Planning and Zoning Committee; a representative of the Kenilworth Beautification Committee; and a member at-large with a design and/or architectural background. Members of the Architectural Review Commission serve until their successors are appointed. The Commission meets on an as-needed basis. The Building Review Commission is a seven member body, appointed jointly by the President and Board of Trustees. The purpose of the Building Review Commission is to review all applications for demolition to determine if the application involves a property of historical and/or architectural significance. If the Commission makes such a determination, it may delay the issuance of a demolition permit for up to 180 days to allow for the study of alternatives to demolition.
